On 26 September 2017, the U.S. industry has submitted the petition for the imposition of antidumping duties. The Petitioners in this case are DAK Americas LLC (“DAK”), Indorama Ventures USA, Inc. (“Indorama”), M&G Polymers USA, LLC, (“M&G”), and Nan Ya Plastics Corporation, America (“Nan Ya”).
The product covered by the petition is PET resin. PET resin is a polymer that is formed by combining two monomers: mono ethylene glycol (“MEG”) and purified terephthalic acid (“PTA”) which has an intrinsic viscosity (“IV’) of 0.70 or more, but not more than 0.88, deciliters per gram. PET resin is classified under 3907.60.00.30 Harmonized Tariff Schedule of the United States (HTSUS) for entries in 2014 – 2016 and under 3907.61.00.00 and 3907.69.00.00 for entries in 2017.
The significant producers from Indonesia which indicate the likelihood of substantial increase in imports are PT. Indo-Rama Synthetics Tbk, Petnesia Resin Aresindo, PT. Indorama Ventures Indonesia and PT. Indorama Polypet Indonesia have combined PET resin production capacity of 760 million pounds per year as stated in the petition.
