US AD and CVD Duty Investigations on Certain Uncoated Paper From Australia, Brazil, China, Indonesia and Portugal

On January 20, 2014, United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union; Domtar Corporation; Finch Paper LLC; P.H. Glatfelter Company; and Packaging Corporation of America filed a petition for the imposition of antidumping duties on imports of certain uncoated paper from Australia, Brazil, China, Indonesia and Portugal and countervailing duties on imports from China and Indonesia.

Indonesian exports to the United States for the above subject merchandise in 2014 reached USD 158,790,000.

The alleged antidumping margins for Indonesia are ranging from 43.01% - 98.90%. Additionally, the Petitioner also alleged that Chinese and Indonesian producers receive significant countervailable subsidies from their governments. There are 15 alleged subsidy programs for Indonesia which is estimated to account for 21.54% countervailing margin.

Indonesian producers identified by the Petitioners are: Riau Andalan Kertas; PT. Pabrik Kertas Tjiwi Kimia Tbk.; PT. Pindo Deli Pulp and Paper Mills; Indah Kiat Pulp and Paper Tbk.; PT. Jaya Kertas; PT. Parasindo Pratama.
