The Ministry of Trade of Indonesia Supervises the Import Trade System at Post Border through the Ministerial Regulation No. 20 Year 2018

On 16 January 2018, the Minister of Trade of Indonesia promulgated the Ministerial Regulation No. 20 Year 2018 regarding the Second Amendment of the Ministerial Regulation No. 59/M-DAG/PER/8/2016 on the Conditions of Export and Import of Animals and Animal Products ( “Peraturan Mentri Perdagangan Republik Indonesia Nomor 20 Tahun 2018 tentang Perubahan Kedua atas Peraturan Mentri Perdagangan Nomor 59/M-DAG/PER/8/2016 tentang Ketentuan Ekspor dan Impor Hewan dan Produk Hewan” ). Such amendments were made in consideration of helping small to medium industry business activities and also to support the implementation of the import trading system through the supervision of post border.

 

In its essence, the post-border supervision is done to speed up the process of the release of goods from the docs without dispelling the chain of the trading system. Such system is called the Indonesian National Single Window (INSW). In it, there is the scheme of border and post border distinction was implemented on 1 February 2018 – done by virtue of the government’s decision to sort commodities and its inspection so that it expedites the process of the docks until it enters the domestic market and simplify the import trading system. The simplification is done by means of shifting the borders of trade to outside the border, thus making it a post border system. This is to simplify and quicken the flow of goods at the docks. In addition, this system will push the competitiveness of the industries that need the import of raw materials, export competitiveness, and efficiency of consumption needs.

 

The border inspection shall be done by customs officials with enclosing the relevant custom documents. Meanwhile, the commodities that are to enter the post border will be inspected by the related ministries and institutions. As for the importers of commodities that require a self-declaration or a declaration of the import documents in entering the post border, it can be done through the official ‘Intrade’ page of the Ministry of Trade website online. Though such online steps tend to be more practical, the importers are still required to keep the documents for a minimum of 5 (five) years. This is to anticipate further inspections from the government.
