On 22 May 2015 Indonesian Antidumping Committee (KADI) initiated a sunset review investigation on Hot Rolled Plate (HRP) which are falling under the HS Code of 7208.51.00.00 and 7208.52.00.00.from China, Singapore, and Ukraine based on a request filed by PT. Gunung Rajapaksi, PT. Gunawan Dianjaya Steel, and PT. Jaya Pari Steel.
The original antidumping duty based on Minister of Finance Regulation Number 150/PMK.011/2012 were ranging from 10.47% - 12.50%.
Based on data by Indonesia Statistic Agency, the total of HRP import volume in 2012 was 711,596 ton. That figure dropped in 2013 to 617,114 ton and even further in 2014 to 357,373 ton. Cumulatively, the import volume of HRP from China, Singapore, and Ukraine in 2012 - 2014 were also showing a declining trend from 420,971 ton; 358,192 ton to 256,179 ton respectively.
Based on KADI’s analysis, before the imposition of the antidumping duty in 2009 - 2011, the import volume from the alleged countries showed an increasing trend of 59%. However, after the imposition of the antidumping duty in 2012 - 2014, the trend dropped to a negative 22%.
KADI Chairwoman, Ernawati, emphasized that this investigation is aimed to analyze if the dumped imports is still causing injury to the domestic industry.
