Negative Preliminary Determination in CVD Investigation of Imports of MSG from Indonesia and Affirmative Preliminary Determination for Imports of MSG from China

On March 4, 2014, he Department of Commerce of the United States (USDOC) preliminarily determines that countervailable subsidies are not being provided to producers and exporters of monosodium glutamate (MSG) in the Republic of lndonesia (Indonesia). Further, USDOC also preliminarily determine that critical circumstances, do not exist for imports of MSG from Indonesia. This case was initiated based on the petition filed by Ajinomoto North America Inc. Merchandise covered by the scope of this investigation is currently classified in the HTSUS at subheading 2922.42.10.00. Merchandise subject to this investigation may also enter under HTSUS subheadings 2922.42.50.00, 2103.90.72.00, 2103.90.74.00, 2103.90.78.00, 2103.90.80.00, and 2103.90.90.91.

In its preliminary determination, USDOC found that reduction of import income tax on imported capital goods, equipment and raw materials for production destined for export (Bonded Zone Locations) is a countervailable program and determine 0.069% ad valorem rate for PT. Cheil Jedang Indonesia during the POI.
