Based on its investigation which was initiated on 5 November 2008, KPPI proposed to the Minister of Trade for the imposition of a safeguard measure on wire nails (HS 7317.00.10.00).

Eventually, the Minister of Finance issued Decree No. 151/PMK.011/2009 dated 24 September 2009 that imposes ad valorem safeguards duty (in percentage) on the imported product for a period of three years from 1 October 2009 to 30 September 2012, with progressive liberalization each year as shown in the table below.

Several developing countries were excluded from the measure due to the de minimis rule, i.e. Brazil, India, Philippines, Taiwan, and Thailand.
