On 19 October 2004, KPPI initiated a safeguard investigation on ceramic tableware (HS 6911.00.00.00 and 6912.00.00.00).

After its investigation, on 4 May 2005, KPPI finished its investigation and proposed to the Ministry of Trade to impose safeguard measure on the product. As such, on 4 January 2006, the Minister of Finance issued Decree No. 01/PMK.010/2006 dated 4 January 2006 which imposes specific safeguard duty for a 3 (three) year with a progressive liberalization on the second and third years as shown in the table below. The measure entered into force on 4 January 2006.
