Indonesia initiated a review of a safeguard investigation on imports of ceramic tableware (HS 6911.10.00.00, 6911.90.00.00 and 6912.00.00.00) on 5 June 2008. The initial safeguard measure was imposed back in 2005. Based on the investigation, KPPI found that the increased import of ceramic tableware continued to cause serious injury to the domestic industry, and therefore the safeguard measure needs to be continued to allow for remedial effect to take hold and to prevent further injury.

Minister of Finance’s Decree No. 237/PMK.011/2008 dated 23 December 2008 was eventually issued and imposed a specific safeguard duty on the products (HS 6911.10.00.00 and 6912.00.00.00) for a period of 3 (three) years with progressive liberalization after the second and the third year as shown in the table. The safeguard duty is applicable starting from 4 January 2009.
