Canadian AD and CVD Investigation on Imported OCTG from, inter alia, Indonesia

On July 21, 2014, the Canada Border Services Agency (CBSA) initiated investigations under the Special Import Measures Act respecting the alleged injurious dumping of certain oil country tubular goods originating in or exported from Chinese Taipei, India, Indonesia, the Philippines, the Republic of Korea, Thailand, Turkey, Ukraine and Vietnam, and the alleged injurious subsidizing of certain oil country tubular goods originating in or exported from India, Indonesia, the Philippines, the Republic of Korea, Thailand, Turkey, Ukraine and Vietnam.  The investigations follow a complaint filed by Tenaris Canada (Calgary, Alberta) and Evraz North America Inc. (Regina, Saskatchewan).

The scope of the investigation covers the following goods, in essence welded or seamless API5CT (or equivalent) pipe up to 13 inches:

Oil Country Tubular Goods (“OCTG”) made of carbon or alloy steel, welded or seamless, heat-treated or not heat-treated, regardless of end finish, with an OD of between 60.33mm (2 3/8”) and 339.73mm (13 3/8”) meeting or supplied to meet API Specification 5CT or equivalent and/or enhanced proprietary standards, in all grades {H40, J55, K55, M65, N80, L80, HC, L80LT, L80SS, C90, C95, C110, P110, P110HC, P110LT, T95, T95HC AND Q125}; INCLUDING unfinished tubing, casing and other tubular products (including upgradable OCTG that may or may not be tested, inspected, and/or certified) for use in production of OCTG meeting the final specification, including grade and connection, required for use downhole (referred to as “Green Tubes”) and non-prime or secondary products but EXCLUDING drill pipe, coupling stock and casing or tubing, including green tubes, containing 10.5% or more chromium (i.e. stainless steel products).

The deadline for the submission of the RFI responses to the CBSA is AUGUST 27th 2015.  The questionnaires have been sent out by post to those all producers/exporters known by the CBSA to ship to Canada.
